Do we need one credit per package name?
Yes. 1 credit = 1 app run. Premium gives you two credits for two runs.
What if the client's account is organizational / already past this gate?
Then this specific 12×14 closed-testing gate may not apply. Confirm in Play Console Help for their account type before buying credits. We are happy to clarify via contact.
